 <title>Fate of subdivision residents&#039; back taxes in limbo</title>

&lt;p&gt;The resolution of Willow Park Village residents&#039; back taxes could develop in multiple ways.&lt;/p&gt;
&lt;p&gt;Conflicting statutes and gray areas in the state tax code are not making the situation any clearer -- and the different arguments could come down to the semantics of the law.&lt;/p&gt;
&lt;p&gt;Raymond Gray, a partner of a property tax law firm Popp, Gray &amp;amp; Hutcheson LLP, says the city of Willow Park is ineligible to collect back taxes because it failed to protest the appraisal district&#039;s failure to identify the subdivision as property taxable to the city as stated in &lt;a href=&quot;http://tlo2.tlc.state.tx.us/statutes/docs/TX/content/htm/tx.001.00.000041.00.htm#41.03.00&quot; target=&quot;blank&quot;&gt;41.03&lt;/a&gt; of the tax code.&lt;/p&gt;

 <title>Attorneys disagree on Willow Park Village residents&#039; back taxes</title>

&lt;p&gt;An Austin-based property tax law attorney said he believes the Willow Park Village residents&#039; back taxes beginning from 2004 are void under the state tax code, but the city attorney disagrees.&lt;/p&gt;

 <title>Delayed filing cause for annexation confusion in Willow Park</title>

&lt;p&gt;Parker County records reveal a delay in document filing was the culprit behind the time gap between Willow Park’s 2003 annexation of Willow Park Village and the first-time assessment of property taxes in the subdivision.&lt;/p&gt;
&lt;p&gt;Records indicate the city submitted a plat outlining the annexation in February, 2004. But the property still was not taxable until the county clerk and appraisal district received the annexation ordinance signed by the council, because only the ordinance made the change official, Wayne Thompson, director of mapping for the appraisal district, said last Monday.&lt;/p&gt;

 <title>Willow Park sales tax to be applied to Willow Park Village businesses</title>

 <description>&lt;p&gt;The state comptroller&#039;s office didn&#039;t receive the notification of the 2003 annexation of Willow Park Village until this month, a spokesman for the office said Friday.&lt;br /&gt;
The notification package the office received is still under review and the sales taxes from Willow Park Village due to the city of Willow Park will be applied starting tentatively in October, spokesman RJ DeSilva said. The reviewing process includes &quot;canvassing the area to see what businesses are out there,&quot; he said.&lt;/p&gt;

 <title>Councilman plans meeting for Willow Park Village residents</title>

 <description>&lt;p&gt;Councilman Ken Hawkins said Wednesday afternoon that he hopes to meet with Willow Park residents in the next couple weeks to inform them about their property taxes.&lt;br /&gt;
This year was the first time Willow Park Village residents were billed for property taxes due to the city even though the development had been annexed in 2003.&lt;br /&gt;

Proposition 1, a bond package of 59,060,000, passed 1315-926,&lt;/p&gt;
&lt;p&gt;Proposition 2, a smaller package of $7,965,000, passed 1353-873.&lt;/p&gt;
&lt;p&gt;In school board races, incumbent Connie Suchocki was defeated by David Davis 1107-766. In place 7, incumbent Leanne Osgood held off challenger Jay Stringer, 1012-960.&lt;/p&gt;
