Agenda of Regular Meeting
The Board of Trustees
Weatherford Independent School District
A Regular meeting of the Board of Trustees of Weatherford Independent School District will be held September 9, 2010, beginning at 7:00 PM in the Board Room of the District Services Building, 1100 Longhorn Drive, Weatherford, Texas.
The subjects to be discussed or considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on this meeting notice.
Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time.
Persons in attendance at the meeting may request and complete a form to be submitted to the Board President no later than five minutes prior to the meeting. This provides the individual with the opportunity to address the Board on any subject except personnel. Public participation is limited to the OPEN FORUM portion of the meeting and the audience may not enter into discussion or debate matters being considered by the Board at any other time during the meeting. The Board will allot up to 30 minutes for this portion of the agenda with no presentation to exceed five minutes. Delegations of more than five persons shall appoint one person to present their views to the Board. Specific factual information or recitation of existing policy may be furnished in response to inquiries, but the Board may not deliberate, discuss, or make any decision on any subject not on the agenda.

4.Read and approve the August 12, 2010 Regular Meeting minutes and the August 24, 2010 Special Meeting minutes.

7. Superintendent's Report/Communications and Information
A.Hear Austin Elementary Principal report. Principal Jenny Morris will present a report on Austin Elementary. Highlights will include student and staff information.
B. Receive the Weatherford ISD Leading Indicator Process (LIP) report. The Leading Indicator Process (LIP) for the Weatherford ISD is reported to the Board to reflect progress toward the accomplishment of the five Strategic Goals in the WISD 2008-2013 Strategic Plan. Also, included for the Board’s information is a summary report for the Monthly LIP Report. The Board LIP Summary Report contains the total number of data elements reported for each LIP measure, a summary of the number of data elements reported that are coded red, yellow, or green, whether a Mid-Course Correction was reported, and a reference page number in the LIP report where the data are located.
C.Review policy revisions to Board Policy FB (Local). In the process of submitting the approved policy change to the Texas Association of School Boards (TASB) for review, the district was notified by TASB that policy FFH (LOCAL) has a sister policy, FB (LOCAL, that also requires the same name change. TASB recommended that even though the Board did not take formal action on policy FB(LOCAL), TASB Policy Services will also update FB(LOCAL) because the Board’s action was only approving the name and title change and not a change in the meaning or intent of the policy. TASB recommended that this information be presented to the Board as an information item. The policy revision is attached.
D. Review the 2009-2010 Gifts and Bequests report. The attached summary details the various donations and gifts to the Weatherford ISD during the 2009-2010 school year.
E. Review the Weatherford ISD Athletic Booster Club summary financial report. All WISD Athletic Booster Clubs are governed by WISD Board Policy and University Interscholastic League (UIL) guidelines. By UIL guidelines, all Clubs must produce periodic financial statements itemizing all receipts and expenditures. Annually, the Board of Trustees has requested all WISD Athletic Booster Clubs submit a summary of their financial records.
F. Review the Adequate Yearly Progress report. Under the No Child Left Behind Act of 2001 (NCLB), each state has developed
and implemented measurements for determining whether its schools and local educational agencies are making adequate yearly progress (AYP). AYP is an individual state’s measure of progress toward the goal of 100% of students achieving state academic standards in at least reading/language arts and math. A copy of the status report from the Texas Education Agency is attached.
G.Review Exit Level TAKS results for the April 2010 administration and the Exit Level TAKS Retest results for July 2010 administration. Chapter 39 of the Texas Education Code defines public school accountability. TEC 39.023 specifies that the Texas Education Agency create and implement a statewide assessment program that is knowledge- and skills-based to ensure school accountability for student achievement provided under Section 4.002. The primary administration of the 2010 April Exit Level results and the 2010 July Retest Exit Level TAKS results for Weatherford Independent School District are attached for review. This summary will list results of ELA, mathematics, science, and social studies, as applicable, per grade level, and presents a comparison of the grade 11 primary administration with that of the retest results.

A. Consider renewal of one year lease agreement with Texas neighborhood Services (HEADSTART). In 2008, Weatherford ISD entered into an agreement with Texas Neighborhood Services (TNS) to lease TNS classroom space at Travis Elementary for the Weatherford HEASTART program. The monthly lease is in the amount of $3,168 per month.
B. Consider renewal of one year extension of lease agreement with Pecan Valley MHMR. Four years ago, a new lease was entered into between the District and Pecan Valley MHMR. The lease was for the continued use of the District-owned property on Tin Top Road, between Bethel and I-20. The term of the current
extension is from October 1, 2010 to September 30, 2011. The lease agreement is included with the agenda item.
C. Closed Session per Texas Government Code.

11.Adjournment If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the Board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Government Code, Chapter 551, Subchapters D and E. Before any closed meeting is convened the presiding officer will publicly identify the section or sections of the Act authorizing the closed meeting. All final votes, actions, or decisions will be taken in open meeting.
