Phelan was born in Stanford. She was a longtime resident of Azle. She was a member of the Azle Christian Church.
She was preceded in death by her husband of 40 years, Franklin "Cotton" Fowler; second husband, Tracy Phelan; and daughter Louise Weldon.
Survivors include son Johnny Fowler and wife Charlene; grandchildren Mike Fowler and wife Amanda and Linda Johnson; great-grandchildren Colby, Cayden and Sara. PhelanPhelan
