A Regular meeting of the Board of Trustees of Weatherford Independent School District will be held September 8, 2011, beginning at 7:00 PM in the Board Room of the District Services Building, 1100 Longhorn Drive, Weatherford, Texas.
The subjects to be discussed or considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on this meeting notice.
Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time.
Persons in attendance at the meeting may request and complete a form to be submitted to the Board President no later than five minutes prior to the meeting. This provides the individual with the opportunity to address the Board on any subject except personnel. Public participation is limited to the OPEN FORUM portion of the meeting and the audience may not enter into discussion or debate matters being considered by the Board at any other time during the meeting. The Board will allot up to 30 minutes for this portion of the agenda with no presentation to exceed five minutes. Delegations of more than five persons shall appoint one person to present their views to the Board. Specific factual information or recitation of existing policy may be furnished in response to inquiries, but the Board may not deliberate, discuss, or make any decision on any subject not on the agenda.

7. Superintendent's Report/Communications and Information
A. Hear Crockett Elementary Principal report. Principal Debbie Braudaway will present a report on Crockett Elementary. Highlights will include student and staff information.
B. Hear Martin Elementary Principal report. Principal Joy Bailey will present a report on Martin Elementary. Highlights will include student and staff information.
C. Hear Leading Indicator Process (LIP) report. The Leading Indicator Process (LIP) for the Weatherford ISD is reported to the Board to reflect progress toward the accomplishment of the five Strategic Goals in the WISD 2008-2013 Strategic Plan. Also, included for the Board’s information is a summary report for the Monthly LIP Report. The Board LIP Summary Report contains the total number of data elements reported for each LIP measure, a summary of the number of data elements reported that are coded red, yellow, or green, whether a Mid-Course Correction was reported, and a reference page number in the LIP report where the data are located.
D. Hear an update on the Wellness Program. Federal Law requires each school district to establish a local school wellness policy. Attached is a summary of the status of all elements of the Weatherford ISD Wellness Policy FFA (Local) as requested by the Board of Trustees.
E. Review the 2010-2011 Gifts and Bequests report. The attached summary details the various donations and gifts to the Weatherford ISD during the 2010-2011 school year.
F. Review the Weatherford ISD Athletic Booster Club summary financial report. All WISD Athletic Booster Clubs are governed by WISD Board Policy and University Interscholastic League (UIL) guidelines. By UIL guidelines, all Clubs must produce periodic financial statements itemizing all receipts and expenditures. Annually, the Board of Trustees has requested all WISD Athletic Booster Clubs submit a summary of their financial records.
G. Review the 2011 July TAKS Exit Level Retest results. The results of the 2011 July TAKS Exit Level Retest for Weatherford ISD are attached for Board review. This summary will list results of English/Language Arts, mathematics, science, and social studies per grade level.
H. Review June 2011 fifth and eighth grade TAKS Retest results. The June 2011 fifth and eighth grade Reading and Math TAKS results for Weatherford ISD are attached for Board review.
Hear the Curriculum and Instruction Department Work System review. The Curriculum and Instruction Department has completed its annual work system review. The written report highlights the following categories: System Description, System Integrity, System Measures That Matter, System Performance, Recommendations for Change in System and/or Policy, and Innovations. Linda Crownover, Executive Director of Curriculum and Instruction, will present a summary of the material.

Consider appointment of Superintendent to serve on the Weatherford Economic Development Board of Trustees.

10. New Business
A. Consider Board Policy revisions to meet the End-of-Course grade Requirement. Beginning in the 2011-2012 school year, the Texas Education Agency (TEA) will implement the State of Texas Assessments of Academic Readiness (STAAR) program, which includes new assessments in grades 3 through 8 and development of twelve end-of-course (EOC) assessments for students in grades 9 through 12. Implementation of the STAAR program will have an impact on three Board Policies: EIA (LOCAL) Academic Achievement – Grading/Progress Reports to Parents, EIC (LOCAL) Academic Achievement – Class Ranking, and EIE (LOCAL) Academic Achievement – Retention and Promotion. The Texas Association of School Boards (TASB) Policy Service has provided guidance for the District concerning these grading policies. TASB also recommends rescinding board policy EIAB (LOCAL) Grading/Progress Reports to Parents – Makeup Work.
B. Consider recommended changes in the District Grading Guidelines to meet the End-of-Course grade requirement. Students on the Recommended or Advanced/Distinguished Achievement Programs are required to take twelve End-of-Course (EOC) assessments under the State of Texas Assessment of Academic Readiness(STAAR). Legislation requires that an EOC assessment score counts as 15% of a student’s final course grade. The recommended change in the District grading guidelines for high school students defines the calculation of a student’s final grade for a course including the EOC assessment.
C. Consider request for out-of-state travel for Weatherford High School Wrestling Team. The WHS Wrestling Program is requesting out-of-state travel to Duncan Oklahoma December 16-17, 2011 to participate in the Southern Oklahoma Wrestling Invitational Tournament.
D. Consider request for out-of-state trip for the Weatherford High School Band. Mr. Joe Dolkos, Director of the Weatherford High Band, is requesting the Board approve this trip to Chicago, Illinois for the high school band students. Students will leave the morning of Friday, March 30th and return the evening of Monday, April 2, 2011. The band will fly to Chicago. The students will be accompanied by a representative number of parents and will be with adult chaperones at all times. A Weatherford High School administrator will accompany the band on the trip. The highest standards of conduct will be required by the sponsor. Since this is a school-sponsored trip, the students will also be under the Weatherford Independent School District Student Code of Conduct. The trip will be funded through fundraising and student payments. District funds will not be used to pay for this trip.
E. Closed Session per Texas Government Code.

11. Adjournment If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the Board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Government Code, Chapter 551, Subchapters D and E.
