Weatherford Independent School District
A Regular meeting of the Board of Trustees of Weatherford Independent School District will be held August 11, 2011, beginning at 7:00 PM in the Board Room of the District Services Building, 1100 Longhorn Drive, Weatherford, Texas.
The subjects to be discussed or considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on this meeting notice.
Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time.
Persons in attendance at the meeting may request and complete a form to be submitted to the Board President no later than five minutes prior to the meeting. This provides the individual with the opportunity to address the Board on any subject except personnel. Public participation is limited to the OPEN FORUM portion of the meeting and the audience may not enter into discussion or debate matters being considered by the Board at any other time during the meeting. The Board will allot up to 30 minutes for this portion of the agenda with no presentation to exceed five minutes. Delegations of more than five persons shall appoint one person to present their views to the Board. Specific factual information or recitation of existing policy may be furnished in response to inquiries, but the Board may not deliberate, discuss, or make any decision on any subject not on the agenda.
1. Call to order Roll Call: Certification by the President that, "The Provisions of Section 551.041 Sub Chapter C, Government Code as Amended by the 73rd Legislature have been complied with in connection with public notice of this meeting and a quorum is present."

7. Superintendent's Report/Communications and Information
A. Hear Leading Indicator Process (LIP) report. The Leading Indicator Process (LIP) for the Weatherford ISD is reported to the Board to reflect progress toward the accomplishment of the five Strategic Goals in the WISD 2008-2013 Strategic Plan. Also, included for the Board’s information is a summary report for the Monthly LIP Report. The Board LIP Summary Report contains the total number of data elements reported for each LIP measure, a summary of the number of data elements reported that are coded red, yellow, or green, whether a Mid-Course Correction was reported, and a reference page number in the LIP report where the data are located.
B. Review Board Meeting time tracking data. The Board uses a time tracking system at every Board Meeting to track the amount of time spent on the following: student achievement and reform governance items, other governance items, miscellaneous items, public speakers, recognitions, and preparation time. Time tracking data for the previous six months are attached for the Board’s review.
C. Hear update on Worth the Wait curriculum. The attached report provides information about Worth the Wait and other supplemental materials included in the Weatherford ISD curriculum.
D. Hear report on summer instruction programs. The 2011 summer school program for WISD students included instruction for prekindergarten and kindergarten bilingual students and students in grades 5 and 8 who took the third administration of the Texas Assessment of Academic Skills (TAKS) in reading and/or math. Students in grades 9 through 12 earned recovery credits during the summer program. Some high school students also participated in a PSAT preparation course. While most special education students were served in general education classes, the Extended School Year (ESY) program provided special education services for students as recommended by their ARD committees.
E. Hear 2011-2012 Budget presentation. The District budget annually must be prepared and presented to the Board of Trustees by August 20th. The Business Office staff will conduct an overview of the proposed 2011-2012 budgets for consideration. The budgets for consideration will include: the General Fund, the Interest and Sinking Fund, and the Child Nutrition Fund.
F. Hear the Child Nutrition Department Work System review. An annual review of the Child Nutrition Department Work System has been completed. A written report is included and highlights the following categories: System Description, System Integrity, System Measures That Matter, System Performance, Innovations, and Recommendations for Changes in System and/or Policy. A summary of the material will be presented at the meeting by Jerolyn Goodman, Director of Child Nutrition.

1. Tax report for June 2011;
2. Comparison of revenues and expenditures to budget;
3. Investment report;
4. Cash position by bank account;
5. Consider 2010-2011 Budget Amendments #11; and
6. Consider approval of Parker County 4-H as an Extracurricular Activity and three Parker County Extension Agents as adjunct faculty members.

10 Unfinished Business
A. Consider selection of firm to conduct superintendent search.
B. Consider revisions to Board Policy CE (LOCAL) on second reading. This revision to board policy will allow for the Weatherford Independent School District to report governmental fund balances per GASB 54 definitions. To update WISD’s annual operating budget policy, the following revisions to CE(LOCAL) are recommended: Add DEFINITIONS to convey the meaning of fund balance, fund balance of the general fund, non-spendable fund balance, restricted fund balance, committed fund balance, assigned fund balance, and unassigned fund balance, as used in this policy. A copy of the proposed board policy changes is attached.
C. Consider revisions to Board Policy EHBB (Local) on second reading. The Weatherford ISD Board approved changes to Policy EHBB (Local) in March; however, TASB has recommended additional changes which are reflected in this revised policy. This policy revision to EHBB (Local) will change the number of assessment opportunities for identifying gifted and talented students from once each semester to once each year in grades 1-6. The second change allows reassessment every two years instead of after one year in elementary grades (k-6).
11. New Business
A. Consider a request for an out-of-state trip for the Weatherford High School Blue Belles. Ms. Laura Duck, Director of the Weatherford High School Blue Belles, is requesting the Board approve this trip for the high school Blue Belle students. Students will leave after school Friday, March 30th and return the evening of Tuesday, April 3rd. The students will be accompanied by a representative number of parents and will be with adult chaperones at all times. The highest standards of conduct will be required by the sponsor. Since this is a school-sponsored trip, the students will also be under the Weatherford Independent School District Student Code of Conduct. The trip will be funded through fundraising and student payments. District funds will not be used to pay for this trip.
B. Consider request for out-of-sate trip for Weatherford High School FFA Student Organization. The Weatherford ISD Career and Technology Department requests permission for the Weatherford High School FFA Student Organization Officers to attend the 2011 National FFA Convention located in Indianapolis, Indiana, October 18-22, 2011. Details are included for Board review.
C. Consider approval of Professional Development and Appraisal System (PDAS) appraiser list and calendar for 2011-12 school year. The teacher appraisal process (PDAS) requires at least one appraiser for each teacher. The teacher’s supervisor shall conduct the teacher’s appraisal and must hold a superintendent, mid-management (principal), or supervisor certification, or must hold comparable certificates established by the State Board of Educator Certification. The attached list contains the names of administrators that meet or will meet all requirements of Board Policy to serve as appraisers. The 2011-2012 Appraisal Calendar is also included for review.
D. Closed Session per Texas Government Code.

E. Reconvene from Closed Session for action relative to items considered during Closed Session.
12. Adjournment If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the Board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Government Code, Chapter 551, Subchapters D and E. Before any closed meeting is convened the presiding officer will publicly identify the section or sections of the Act authorizing the closed meeting. All final votes, actions, or decisions will be taken in open meeting.
