Aledo City Council Agenda April 24, 2008CITY OF ALEDO, TEXAS Thursday, April 24, 2008 CALL TO ORDER INVOCATION AND PLEDGE OF ALLEGIANCE PRESENTATIONS Presentations to volunteers and to declare April 27 through May 3, 2008 as National Volunteer Week CONSENT AGENDA All of the following items on the consent agenda are considered to be self-explanatory by the Council and will be enacted with one motion. There will be no separate discussion of these items unless a Council Member so requests. Approval of the consent agenda authorizes the City Administrator to implement each item in accordance with the staff recommendation. a. Regular City Council Minutes of March 27, 2008. b. COMMENTS ARE LIMITED TO (3) MINUTES AND THIS TIME IS NOT TRANSFERABLE. PLEASE SIGN IN BEFORE THE START OF TONIGHT’S MEETING. OTHER ITEMS FOR CONSIDERATION 1. Discussion concerning city land and gas lease agreements. 2. Discussion and action concerning approving the final costs of the Common Facilities for the Fort Worth water project. 3. Discussion and action on approval of Stonebluff Infrastructure. 4. Discussion and action on approval of contract for FY 2007-2008 audit. 5. Discussion and action on award of bid for city depository. 6. Discussion regarding Urban Land Institute report and associated recommendations. BOARDS AND COMMISSIONS 7. Discussion and action on appointment of members to the Downtown Business District Committee. 8. Discussion and action on appointment of members to the Parks and Recreation Board. 9. Discussion and action on appointment of Jean Bailey to the Zoning Board of Adjustment. REPORTS 10. Update on Fiscal Year 2008-2009 budget requests. 11. Update on 4B Special Election. 12. Discussion concerning proposed zoning ordinance. 13. Report regarding accidents on FM 1187. 14. Report on Preliminary Plat / Replat for Aledo Town Village. 15. Report on recycling options, preserving tree cover and tree presence, and pipeline regulations and permits. 16. Report concerning use of cell phones in school zones. 17. Monthly department reports. COUNCIL AND STAFF COMMENTS (In compliance with the Texas Open Meetings Act, Council members may comment on routine city matters, may ask questions of staff that require only responses of factual information or statements of existing city policy, or may request that non-routine matters of public concern be placed on a future agenda. Council members may not discuss non-agenda items among themselves. In compliance with the Texas Open Meetings Act, city staff members may comment on routine city operations and projects. Staff members may respond to questions from others only with statements of factual information or existing city policy.) EXECUTIVE SESSION 18. The City Council for the City of Aledo, Texas, will convene into Executive Session pursuant to the Texas Government Code, Chapter 551 to discuss the following: The city council may convene in executive session to receive advice from its attorney on any posted item and to seek advice regarding 551.07l CONSULTATION WITH ATTORNEY – SEEK ADVICE REGARDING PENDING OR CONTEMPLATED LITIGATION, A SETTLEMENT OFFER, OR ON A MATTER IN WHICH THE DUTY OF THE ATTORNEY TO THE GOVERNMENTAL BODY UNDER THE TEXAS DISCIPLINARY RULES OF PROFESSIONAL CONDUCT OF THE STATE BAR OF TEXAS CLEARLY CONFLICTS WITH THIS CHAPTER, NAMELY: a) State Office of Administrative Hearings Docket No. 582-06-0947, TCEQ Docket No. 2005-1531-UCR – Application of the City of Willow Park to Transfer CCN Nos. 12027 and 20849 from Deer Creek Waterworks, Inc., and to Amend Willow Park CCN Nos. 11814 and 20773. b) State Office of Administrative Hearings Docket No. 582-07-3998; TCEQ Docket No. 2007-0020-MWD: Application by the City of Aledo for an amendment to TPDES Permit No. WQ0010847001. c) City of Willow Park, Texas v. City of Aledo, Texas, et. al., No. CV07-2129, 43rd District Court, Parker County, Texas. 551.072 DELIBERATION REGARDING REAL PROPERTY – to deliberate the purchase, exchange, lease, or value of real property. 551.074 DELIBERATION REGARDING PERSONNEL – to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee – City Secretary annual performance evaluation. Additionally the Council may convene in executive session to receive advice from the City Attorney on any posted item. ADJOURN EXECUTIVE SESSION RECONVENE INTO OPEN SESSION 19.
