Weatherford Independent School District
A Regular meeting of the Board of Trustees of Weatherford Independent School District will be held April 14, 2011, beginning at 7:00 PM in the Board Room of the District Services Building, 1100 Longhorn Drive, Weatherford, Texas.
The subjects to be discussed or considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on this meeting notice.
Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time.
Persons in attendance at the meeting may request and complete a form to be submitted to the Board President no later than five minutes prior to the meeting. This provides the individual with the opportunity to address the Board on any subject except personnel. Public participation is limited to the OPEN FORUM portion of the meeting and the audience may not enter into discussion or debate matters being considered by the Board at any other time during the meeting. The Board will allot up to 30 minutes for this portion of the agenda with no presentation to exceed five minutes. Delegations of more than five persons shall appoint one person to present their views to the Board. Specific factual information or recitation of existing policy may be furnished in response to inquiries, but the Board may not deliberate, discuss, or make any decision on any subject not on the agenda.
Call to order Roll Call: Certification by the President that, "The Provisions of Section 551.041 Sub Chapter C, Government Code as Amended by the 73rd Legislature have been complied with in connection with public notice of this meeting and a quorum is present."

Read and approve the March 3, 2011 Work Session minutes and the March 10, 2011 Regular Board Meeting minutes.

Superintendent's Report/Communications and Information
Hear Ikard Elementary Principal report. Principal Linda Starnes will present a report on Ikard Elementary. Highlights will include student and staff information.
Hear Tison Middle School Principal report. Principal Elizabeth Ward will present a report on Tison Middle School. Highlights will include student and staff information.
Hear Leading Indicator Process (LIP) report. The Leading Indicator Process (LIP) for the Weatherford ISD is reported to the Board to reflect progress toward the accomplishment of the five Strategic Goals in the WISD 2008-2013 Strategic Plan. Also, included for the Board’s information is a summary report for the Monthly LIP Report. The Board LIP Summary Report contains the total number of data elements reported for each LIP measure, a summary of the number of data elements reported that are coded red, yellow, or green, whether a Mid-Course Correction was reported, and a reference page number in the LIP report where the data are located.
Hear report on the 2011 Summer Instruction Program. Details of the 2011 summer school program for Weatherford ISD students are included for Board review.
Review 2011 March TAKS Exit Level Retest Preliminary results. The 2011 March TAKS Exit Level Retest preliminary results for Weatherford ISD are included for Board review.
Hear the Communications Department Work System Review. An annual review of the Communications Department Work System has been completed. A written report is included and highlights the following categories: System Description, System Integrity, System Measures That Matter, System Performance, Innovations, and Recommendations for Changes in System and/or Policy. A summary of the material will be presented at the meeting by Derik Moore, Director of Communications.
Discuss and Consider:
Tax report for February 2011;
Comparison of revenues and expenditures to budget;
Cash position by bank account;
Consider expulsion of Ninth Grade Center student;
Consider expulsion of Weatherford High School student; and
Consider kindergarten acceleration procedures.
Report on Team Building session.
Discuss possibility of holding public forum.
Discuss future agenda items.
Consider contract extension for depository. Weatherford ISD selected Weatherford National Bank (now First Financial Bank) in 2007 as the depository bank for 2007-2009. Texas Education Code 45.205 (b) states that a school district and the district’s depository bank may agree to extend a depository contract for two additional two-year terms. A resolution for a two-year extension was approved in 2009-2011. First Financial Bank has agreed to the second two-year extension for 2011-2013 as allowed by law.
Consider the Certification of Unopposed Candidate for the May 14, 2011 Trustee Election. Debby Riebe, Secretary to the Board, has certified that all candidates were unopposed for the Trustee Election to be held on May 14, 2011. A copy of the Certification of Unopposed Candidate is included.
Consider an Order of Cancellation of Trustee Election. The following candidates have been certified as unopposed and are hereby elected as follows: Dave Cowley, Place 6 and Kip Hooks, Place 7. As a result, the Weatherford ISD Board of Trustees may hereby cancel the election scheduled to be held on May 14, 2011 in accordance with Section 2.053(a) of the Texas Election Code. A copy of the Order of Cancellation will be posted on Election Day at each polling place that would have been used in the election.
Consider request for out-of-state trip for DECA students. The Weatherford ISD CTE Department requests permission for the high school DECA Marketing student organization to send 4 students and one instructor to the DECA 2011 International Career Development Conference in Orlando, Florida April 29th through May 4th, 2011.
Consider local policy revision for FM (Local) on first reading. Revison to Policy FM (Local) would allow the Principal and Campus Attendance Committee to consider a request to exceed the allowed number of absences for extra-curricular activities of a student on a case-by-case basis. A copy of the policy and revisions is included for Board review.
Consider revision to Board Policy CDA (Local). CDA (Local) details Other Revenues: Investments. This policy has been revised to reflect a change in District personnel. A copy of the policy and revision is included for Board review.
Consider a Texas Association of School Boards’ resolution. The Weatherford ISD Board of Trustees is nominating Deborah Cron, Ph.D., Superintendent of Schools, for the Texas Association of School Boards’ Superintendent of the Year Award. The resolution is included for Board review.
Consider Budget Amendments #7. Sections 44.002 through 44.006 of the Texas Education Code establish the legal
basis for adopted budgets. A school district must amend the official budget before exceeding a functional expenditure category in the adopted budget. The annual financial and compliance report will reflect the amended budget amounts. The actual amendments will be presented at the Board Meeting.
Consider investment update. The Public Funds Investment Act requires the governing body of an investing entity to review its investment policy and strategies not less than annually. (Government Code 2256.005) The Weatherford ISD policies CDA (Legal) and CDA (Local) are included for Board review. After the Board approves the investment policy, a Statement of Review of Investment Policies will require signatures for independent audit documentation.

Reconvene from Closed Session for action relative to items considered during Closed Session.
Adjournment If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the Board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Government Code, Chapter 551, Subchapters D and E. Before any closed meeting is convened the presiding officer will publicly identify the section or sections of the Act authorizing the closed meeting. All final votes, actions, or decisions will be taken in open meeting.
