A Regular meeting of the Board of Trustees of Weatherford Independent School District will be held December 9, 2010, beginning at 7:00 PM in the Board Room of the District Services Building, 1100 Longhorn Drive, Weatherford, Texas.
The subjects to be discussed or considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on this meeting notice.
Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time.
Persons in attendance at the meeting may request and complete a form to be submitted to the Board President no later than five minutes prior to the meeting. This provides the individual with the opportunity to address the Board on any subject except personnel. Public participation is limited to the OPEN FORUM portion of the meeting and the audience may not enter into discussion or debate matters being considered by the Board at any other time during the meeting. The Board will allot up to 30 minutes for this portion of the agenda with no presentation to exceed five minutes. Delegations of more than five persons shall appoint one person to present their views to the Board. Specific factual information or recitation of existing policy may be furnished in response to inquiries, but the Board may not deliberate, discuss, or make any decision on any subject not on the agenda.

Superintendent's Report/Communications and Information
Hear Ikard Elementary Principal report. Principal Linda Starnes will present a report on Ikard Elementary. Highlights will include student and staff information.
Receive the Weatherford ISD Leading Indicator Process (LIP) report. The Leading Indicator Process (LIP) for the Weatherford ISD is reported to the Board to reflect progress toward the accomplishment of the five Strategic Goals in the WISD 2008-2013 Strategic Plan. Also, included for the Board’s information is a summary report for the Monthly LIP Report. The Board LIP Summary Report contains the total number of data elements reported for each LIP measure, a summary of the number of data elements reported that are coded red, yellow, or green, whether a Mid-Course Correction was reported, and a reference page number in the LIP report where the data are located.
Hear Highly Qualified Teacher report. No Child Left Behind (NCLB) requires each Local Education Agency (LEA) to report the annual progress of the LEA in meeting the state’s measurable highly qualified teacher objective. The attached report is a summary of the District’s annual highly qualified teacher report.
Hear report on Weatherford ISD Board of Trustees’ Continuing Education Credit. In 2007, the State Legislature added an additional requirement to the Texas Education Code that says, “The minutes of the last regular meeting of the board of trustees held during the calendar year must reflect whether each trustee has met or is delinquent in meeting the training required to be completed as of the date of the meeting.” A copy of the requirements and a list of the credited hours earned thus far by each Trustee are attached for review.
Review 2010 October Exit Level Retest results. The 2010 October Retest Exit Level TAKS results for Weatherford Independent School District are attached for review. This summary will list results of English/Language Arts, mathematics, science, and social studies per grade level.
Review the 2010-2011 School District Calendar. This report is presented for the Board’s information only. Administration is seeking input from the Board about the final development of the 2011-2012 school calendar.
Hear Student Services Department Work System Review. An annual review of the Technology Department Work System has been completed. A written report is included and highlights the following categories: System Description, System Integrity, System Measures That Matter, System Performance, Innovations, and Recommendations for Changes in System and/or Policy. A summary of the material will be presented at the meeting by Dr. Nita Ellis, Executive Director of Student Services.
Discuss and Consider:
Tax report for October 2010;
Comparison of revenues and expenditures to budget;
Cash position by bank account;
Consider expulsion of Tison Middle School student.
Discuss future agenda items.
Consider approval of new mathematics course on second reading. The Curriculum and Instruction Department recommends the administration recommends approval of the addition of new course: Independent Study in Mathematics: Advanced Mathematical Decision Making. Under TAC 74.63(b), this study may be granted graduation credit for the fourth year of mathematics as required for both the Recommended and Distinguished Achievement graduation plans.
Consider approval of 2010-2011 budget amendments #3. Sections 44.002 through 44.006 of the Texas Education Code establish the legal basis for adopted budgets. A school district must amend the official budget before exceeding a functional expenditure category in the adopted budget. The annual financial and compliance report will reflect the amended budget amounts. The actual amendments for consideration will be provided at the Board Meeting.
Consider 2010-2011 Investment Pool and Firms. Investments shall be made in accordance with written policies approved by the Board. These investment policies must primarily emphasize safety of principal and liquidity and must address investment diversification, yield, and maturity and the quality and capability of investment management. Administration would like to present to the Board the names listed below as approved Investment Pools and Firms which can be utilized for the investment of District funds.
Consider TexPool Resolution to add Tracy Ray as an Authorized Representative. TexPool is a local government investment pool created on behalf of Texas entities whose investment objectives are preservation, and safety of principal, liquidity and yield consistent with the public funds investment act. Weatherford ISD utilizes TexPool as one of our investment vendors.
Consider Board of Trustees’ Performance Management Process. The Weatherford ISD Board is committed to the use of Continuous Improvement as a means to provide a stable, long-term framework for improving student achievement, as well as department/campus performance. Draft copies of the process, Plan on a Page, and Goals and Strategies are included for Board review.
Closed Session per Texas Government Code.
Reconvene from Closed Session for action relative to items considered during Closed Session.
Adjournment If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the Board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Government Code, Chapter 551, Subchapters D and E. Before any closed meeting is convened the presiding officer will publicly identify the section or sections of the Act authorizing the closed meeting. All final votes, actions, or decisions will be taken in open meeting.
