Weatherford-Parker County Fugitive Apprehension Strike Team (FAST) members arrested a Weatherford man for failing to register as a sex offender.
Parker County Sheriff Larry Fowler said the man, identified as Lowry Dean Scarlett Sr, 60, was convicted of criminal sexual conduct, a fifth-degree, nonconsensual sexual contact in 2003, in Clearwater County, Minnesota, against a 10-year-old female victim. The charge is equivalent to a Texas felony charge of aggravated sexual assault of a child.
Scarlett absconded to San Antonio, was later apprehended in Lockhart, Texas, and extradited back to Minnesota to serve eight months in jail, before returning to Texas sometime in late 2005.
